Job Position – Purchasing Officer

Responsibility:
– Receive approved purchase requisitions (PR’s) for goods and materials; reviews for accuracy and completeness with regard to the scope of work, requisitioned quantities and authorization, requesting completeness with regard to the scope of work, amendments from users as/when necessary; and prepares for further processing of purchase requisitions
– Ensure development of appropriate tender strategy and subsequent approvals as required. Coordinate with End Users for the preparation of the Annual Procurement Plan.
– Review, challenge and promote competitive tendering process to reduce Single Source and Sole Source
– Prepare for review the Bidders List and Tender Strategy, as well as RFQ packages incorporating all commercial, technical and inspection requirements, where specified, for issue to approved bidders;
– Analyse suitability and commercial viability, and conduct negotiations with suppliers as per procedures in accordance to latest In Country Value “ICV” guidelines FDOA and procedures
– Provide an analytical review of technical evaluation report “T.E.R”.
